Der Autor beschreibt zunächst die "allgemeine Entwicklung der Binnenwanderung und ihrer Struktur". Als Ergebnis zeigt er einen insbesondere seit den 60er Jahren verstärkten Trend zur Familienwanderung auf, als dessen stärkster Einflußfaktor das "Vorhandensein von Wohnraum" angesehen wird. Weiterhin stellt der Autor "Ergebnisse der Binnenwanderung für die Bezirke und Kreise und ihre Entwicklungstendenzen" dar. Der jeweilige Wanderungssaldo wird in Relation zur wirtschaftlichen Entwicklung und zum Umfang des Wohnungsbaus der entsprechenden Region betrachtet. Abschließend erfolgt eine Darstellung der Binnenwanderungsbilanz für die "Kreise in Ballungsgebieten", die allgemein einen Wanderungsgewinn verzeichnen.

"The history of human rights suggests that individuals should be empowered in their natural, political, political, social and economic vulnerabilities. States within the international arena hold each other responsible for doing just that and support or interfere where necessary. States are to protect these essential human vulnerabilities, even when this is not a matter of self-interest. This function of human rights is recognized in contexts of intervention, genocide, humanitarian aid and development. This book develops the idea of environmental obligations as long-term responsibilities in the context of human rights. It proposes that human rights require recognition that, in the face of unsustainable conduct, future human persons are exposed and vulnerable. This chapter discusses the foundations of a future-oriented rights-based approach. It sketches some questions regarding the political dimension of the topic. The chapter also discusses the ethical significance of risk and uncertainty, and outlines how those questions are related to issues of more general cultural and philosophical significance. Respect for the basic rights of people requires likewise that we ensure that future people are able to live an autonomous life and that current people are able to decide themselves about basic aspects of their life. Hence, there is a duty to implement democratic institutions worldwide for future generations to inherit. The chapter concludes with some methodological issues regarding the appropriate form of an ethical debate, and attempts to outline what an appropriate attitude towards an 'ethics of the future' might be. It is impossible to do justice to the problem without discussing quite fundamental questions of our understanding of politics, history and the place of human beings in the world.
